Q. I understand the FPSD is involved with sanitation and wastewater issues.  Roads and road maintenance seems to be the larger issue here.  Can you clarify?
A. FPSD is a Wastewater Sanitation District. It will be included into the Metro District. Road paving and maintenance is a large issue for the proposed Metro District. However, it will also address Park and Recreation, Water supply, among other needs of the community. Roads are the most immediate need, as the FPEHOA has no ability to properly finance any cohesive or comprehensive paving or maintenance efforts.

Q. There seems to be a proposal to have the HOA join the Metro District, as the HOA is responsible for the existing roads in the area.  I know the HOA is considering the proposal, and based on the financial analysis Paul provided, it seems there would be benefits.  How would the Metro District work if some homeowners are in the San District and others are not, and some (or most) are in the HOA (road) portion of the Metro District, and others may not be?  Who would pay for what and how is that determined seems to be an unanswered question.
A. The Metro District does not have rights over the HOA roads, but hopefully an agreement can be reached. How the roads will be maintained, and who will maintain them, must be worked out between the Metro District and the FPEHOA boards, and then voted on by the HOA membership. It is envisioned by the proposed Metro District, to negotiate to receive the portion of HOA dues set aside for roads for the Metro District membership, to be passed through to the Metro District, as well as a portion of the already collected road funds.

The road mileages of the Metro District is closely split with the remaining HOA. Additionally, the current population of the proposed Metro District and the remaining HOA members are closely the same as well.

However, there are over 300 more potential homeowners projected for the Sanitation District/Metro District, taking into account the undeveloped Filings 6,7,9,10,11, C101, and proposed condo hotels on the commercial lots. Eventually, whether or not there is a Metro District, the population of the Sanitation District will be the far larger population of the community.

Q. There has been a discussion of a desire to add a road on the back side of the 17th hole to develop those properties and a concern the costs for the road / services would be passed on to the Metro District. 
A. Any new roads in a new development, as well as infrastructure, are at the developers’ cost, separate from the Metro District. The road at the backside of the 17th hole is within the undeveloped Filing 6. The construction of that road would be the developer’s cost. All debt incurred by a developer has no bearing on the Metro District. The debt is between the Developer, Bond Holder and Ouray County Assessor.
